Inicio José Miguel Insulza

Abogado de la Universidad de Chile y Master of Arts de Ciencia Política. Realizó estudios de postgrado en la Facultad Latinoamericana de Ciencias Sociales (FLACSO) y en la Universidad de Michigan, en los Estados Unidos. Ha sido profesor en la Universidad de Chile y en la Pontificia Universidad Católica de Chile.

Se inició en la política en las filas de la Democracia Cristiana, como dirigente universitario, pero dejó ese partido para crear, junto a otros jóvenes, el Movimiento de Acción Popular Unitaria(MAPU).

Durante el gobierno de Allende, fue asesor de la Cancillería, director de la Academia Diplomática y profesor de Teoría Política en la Universidad de Chile. Tras el golpe de Estado de 1973 se exilió y vivió en Italia desde 1974 hasta 1980, cuando se trasladó a México, donde fue investigador y director del Instituto de Estudios de Estados Unidos, del Centro de Investigación y Docencia Económica (CIDE). Paralelamente, fue catedrático en las universidades Nacional Autónoma de México e Iberoamericana y en el Instituto de Estudios de Diplomáticos “Matías Romero”.

Tras el retorno de la democracia, volvió a Chile y se incorporó al gobierno del presidente Patricio Aylwin (1990-94) en un cargo técnico en el Ministerio de Relaciones Exteriores, cartera de la cual fue titular en la siguiente administración del mandatario Eduardo Frei Ruiz-Tagle (1994-2000).

El 22 de junio de 1999 asumió como ministro secretario general de la Presidencia y en marzo del 2000, el nuevo presidente, Ricardo Lagos, lo designó ministro del Interior. El 2 de mayo del 2005, Insulza logró más de los 18 votos necesarios para ser elegido como nuevo secretario general de la OEA. El 26 de mayo asumió el cargo en una sesión extraordinaria del Consejo Permanente de la organización hasta el 26 de mayo del 2015.

José Miguel Insulza is attorney of the Universidad de Chile and obtained a Master of Arts in Political Sciences. He realized his postgraduate studies at the Latin-American Faculty of Social Sciences (FLACSO for its abbreviation in Spanish) and at the University of Michigan, USA. He was professor at the Universidad de Chile and at the Pontificia Universidad Católica de Chile.

He started participating in politics in the Democracia Cristiana as Academic Director, but left this party in order to create, together with other youths, the Movimiento de Acción Popular Unitaria, MAPU (Movement of United Popular Action).

During the presidency of Allende, he was consultant of the Chancellery, director of the Diplomatic Academy and professor of Political Theory at the Universidad de Chile. After the coup d’état in 1973, he went into exile and lived in Italy from 1974 to 1980. He then moved to Mexico, where he worked as investigador and director of the Institute of Studies of the United States, of the Center of Investigation and Economic Teaching (CIDE for its abbreviation in Spanish). At the same time, he was professor at the universities Nacional Autónoma de México e Iberoamericana and the Institute of Studies of Diplomats “Matías Romero.”

After the return to democracy, he came back to Chile, where he contributed to the government of President Patricio Aylwin (1990 – 94) in a technical position within the Ministry of Foreign Affairs, and was assigned to Minister of Foreign Affairs during the following presidency of Eduardo Frei Ruiz-Tagle (1994 – 2000).

On July 22, 1999, he took over the position of Minister Secretary General of the President and in March 2000, the new president Ricardo Lagos appointed him to Minister of the Interior. On May 2, 2005, Insulza obtained more than the 18 necessary votes to be elected new Secretary General of the OAS. He took over this position on May 26 in an extraordinary session of the Permanent Council of the organization and held it until May 26, 2015.
